Emily (Ema) Troyer, MD

Chief Medical Officer

Dr. Emily (Ema) Troyer serves as Chief Medical Officer for Casa de Amparo through a partnership with UC San Diego, providing medical and psychiatric leadership as Casa expands its continuum of mental health services for youth and young adults.

 

Dr. Troyer is an Associate Clinical Professor in the UC San Diego Department of Psychiatry, where she serves as Director of the Community Psychiatry Research Center and Community Track Director for the Child and Adolescent Psychiatry Fellowship. She also supervises psychiatry residents and psychiatric mental health nurse practitioner fellows and serves as Vice President of the San Diego Psychiatric Society.

 

The partnership between Casa de Amparo and UC San Diego developed as Casa expanded its mental health services and began planning for its new Psychiatric Residential Treatment Facility (PRTF). In 2025, Casa was awarded $19 million through the Department of Health Care Services’ Proposition 1 Bond Behavioral Health Continuum Infrastructure Program (BHCIP) Round 1: Launch Ready to develop one of the state’s first PRTFs. The facility will provide an urgently needed level of residential psychiatric care for youth and young adults with complex mental health needs, helping bridge a critical gap between community-based services and hospitalization.

 

As Chief Medical Officer, Dr. Troyer will help build the clinical foundation for this next chapter of Casa’s work. In collaboration with Casa’s senior leadership and UC San Diego, she will provide psychiatric leadership across Casa’s growing continuum of services and help guide the development of the PRTF, including clinical programming, standards of care, workforce development, and integration with the broader behavioral health system.

 

Originally from rural Ohio, Dr. Troyer earned her undergraduate degree in psychology from the University of Akron and her medical degree from the University of Toledo. She completed her general psychiatry residency at the University of Illinois Chicago and fellowships in child and adolescent psychiatry and research at UC San Diego.

 

Dr. Troyer is passionate about expanding access to high-quality mental health care for children, youth, and families and building stronger systems of care through academic-community partnerships. Outside of her professional work, she enjoys hiking throughout San Diego with her family, gardening, and DIY projects.
